Pandaren were the first and thus far only race added to World of Warcraft not automatically signed onto a faction upon creation; you started on the Wandering Isle and had to pick your faction at the end of a quest chain. The player of DoubleAgent decided to eschew that choice, and thus the panda in question has remained on the Wandering Isle devoid of faction. Through judiciously picked herbs and mined nodes, the player has now brought DoubleAgent to level 60, meaning that once again there is a level-capped panda who never chose a faction.
This means that at least on that character, the players has missed a lot of the cinematics that have been developed for the game over the past few years, and a recent interview on Artstation goes into all the work that the cinematics team at Blizzard puts into every frame. But it also means that someone has really embraced the Pandaren philosophy of staying out of the factional conflict. Perhaps someday, somehow, DoubleAgent will leave the Isle… but only if he can do so while remaining neutral.
